The Flyers and Phantoms Fan Development Department has become the area's driving force behind ice hockey. Originally an information and statistics bureau, the department has expanded to include programs aimed at helping the sport to grow at all levels. With the help of corporate sponsorship, the Phantoms are able to reach out into the community and help nearly 50,000 youth hockey players every year while exposing the sport to hundreds of thousands of people on an annual basis.

In addition to being a source of information about ice hockey in the Delaware Valley, the Fan Development Department runs various instructional and recreational programs, each aimed at a different level of interest. Current programs include:
